The motor control board is most likely a blown mosfit. The belt and deck clearly need to be replaced. Spirit and Sole use silicone as the belt and deck lubricant, as most residential treadmills do. It was probably hard to move due to the friction between the belt and deck, which is the most likely cause of the blown lower board. You cannot always tell if a belt and deck are worn out by looking, but you can with a DC Amp draw test. I never like to see anything over 10 amps. Anything near that I recommend belt and deck replacement.
