Come to think about it, the Skull Villains almost work like evil counterparts to the Toa themselves, with the Skull Warriors opposing Kopaka, the Toa of Ice. The only problem is that there was no Skull Warrior of Water to oppose Gali, the Toa of Water. SkyBird made a pretty interesting Skull Villain MOC called the Skull Shaman, which notably sports some custom-dyed bones in translucent dark blue, as well as a fun play feature that waves the Skull Shaman's arms around like he's performing a necromancy spell. Having the Skull Shaman be the Skull Warrior of Water really does help flesh out the Skull Villain pirate crew, and sell the idea that these guys are like anti-Toa in the same way that G1 villains such as the Bohrok, Piraka, or Barraki were.
The skulls are definitely not the worst villains. Going down the list, we got rahi(peak), bohrok(peak), rahkshi(peak), vahki(decent), visorak(alright), piraka(peak), barraki(peak), makuta(pretty good), 09 didn’t really have a half and half of good and bad, skulls(pretty good), and then the beasts(meh).
Most of the Skull Villains were bangers. The only complaint I have is they are a tad too tall. I saw someone make undead protectors out of the G2 matoran. That's where I would have aimed these sets. The fate of the protectors if they fall under the influence of the skull spiders for too long. It would have given the story element some much needed stakes. If I could do it over, I'd make Skull Warrior more Hero Factory in size with spare parts to convert a Protector into a Skull minion. I'd call all the villains Skull Warriors or Skull General, with the trans blue having the additional name Freezing Skull. Each of them is paired with a Toa and can overpower them hence why its important for the Toa to work as a team. Unity is the only way to defeat these foes.

Pretty much every army in the Transformers movies resembles Bionicle. Rise of the Beast especially.
