Jeff is doing the ventriloquism for the puppets, even when he's completely out of shot and could move his lips if he wanted. That is dedication to art, folks.
If he moved his lips, the tone of the character voices would change.
He did move his lips in the scene with A.J when he was behind the chair. 😅
