The ussr anthem has more voices, so it means less instruments per voice= less voluminous sound. The ussr anthem is written for orchestral interpretation, because it really relies on the sustaining sound of many instruments, including strings. They really didn't mess it up, trust me. They could have played the notes with a little bit more sustain, but of course they wanna save their breath for the us anthem.
Interesting fact: Reagan used to put his hand over the heart when both the foreign and the American anthems were played during an official visit. But during Gorbachev visit, as an anti-communist he probably didn't want to put his hand over the heart during the Soviet anthem, so he didn't do that during the American anthem as well, breaking the tradition of putting the hand over the heart when the Star-Bpangled Banner is played.

The musicians are doing an objectively fine job. The US's military bands are world class. But the arrangement and composition of the band make it sound unbalanced tonally. The "bass" / accompaniment parts are way overemphasized.
