Very informative , I see you are based in Northern Ireland due to the ni reg and Government Mot testing centre , the very same thing happened to me today. I presented my 2006 Vauxhall Vivaro with a fully functional handbrake. It went into the test and came back after a fairly lengthy delay with the exact same failure. When I looked at the service brake readout which the pass I believe is 16% efficiency it was reading 28%. Which is I believe the result of the tester letting the brake rollers run too fast then heaving on it per a handbrake turn manoeuvre. The bottom line is a lot of times the Mot testing in Ni is far too rough. I do not use my van for rallying nor do I perform handbrake turns. I have made a formal complaint this day and will see how it pans out but not holding my breath.

A bit of advice: avoid buying QH Quinton Hazel cable as I learnt the hard way. Same thing happened again the year after. They are poorly made and when used hard like in MOT centre they fail every time🤝🏻

I must mention that typically the cable is fitted with the green plastic clip below the lever, and the white one towards the center long cable.. Possibly why it failed..
@@TheKeenMechanic thays what they all say on a serious note is this job possible from the van on Jack's as my handbrake is useless pulls all the way up and doesn't engage so I need to do cables but don't have access to a ramp

It is possible but it will be awkward. Just be careful to secure the van very well. Best of luck
