Ah, the penal legion! I will not forget one of my DnD games, where I introduces a small penal legion unit. These men and women were meant to be mere cannon fodder, slow some tyrranids till imperial forces could retreat. Yet a commissar decided to salvage what was left of them. Thus they became elite troopers, fought against all manner of chaos spawn, and emerged victorious. It was so glorious...
Right back in the swing of it with one of the darkest parts of the setting, had to sub to the Patreon were gone to get my fix, great to see you back old baldy!

The officers of the Penal Legions is the most interesting part, IMO. There are examples in the lore of officers from the Guard being sent to the Prnal Legions for being distantly related to a heretic, advocating for more humane treatment for their soldiers, or refusing to enact a suicidal charge.
