See, you cut it off before the funniest part of Ukraine giving them 12: he says it in kind of a resigned way because he probably thought giving them the 12 would mean they gave away a victory, but Serbia and Montenegro was still far away enough that Ukraine still won, so you see him realize this and start pumping his fists in celebration before it cuts to the Ukrainian delegation freaking out.
