You can get a third from the Northern Cave using the item duplication trick therein. When the characters split up, send Cid left then up.

mm I never had a problem on ps1 , I just beat it on pc at lvl 20 mini game , plus again reg fight and got a fucking magic comb . kinda gay , I was hoping to dupe it fast.
