It's *more* likely to happen on match ball, especially when it is close, because the tension causes muscles to tighten and shots more likely to go astray.
Just complete nonsense, there is no era where all matches end on magical nick shots and there are no decisions. Ive seen matches waaaay scrappier than that from pretty much any year you could pick.
