Beats the heck outta me. All I know is RUclips switched to a "watch time" standard and I don't meet that threshold. RUclips's changes to the algorithm decide who the content gets to. I remember when curlytea had thousands of views but I've always been a pretty small channel. I do know RUclips's threshold for monetization changed right in the middle of me chasing monetization. So a long time ago I had to decide whether or not to continue to provide every second of content here (in hopes of meeting the new threshold for monetization) without being sure youtube's standards wouldn't change yet again. So...yeah. This channel is not monetized at youtube. ¯\_(ツ)_/¯
