If i go to PA school in california can i work in Arizona?

You bet! You'd just need to obtain an Arizona license after graduation once you've passed your board exam. Same is true if you work in California after graduation, just need a California state license.
The school you attend doesn't impact the states in which you work, you just need the degree to take the test--then you can pick which state(s) to get a license. Hope that makes sense!
