Minor details that could improve the character: The low damage output of 1% per frame could be compensated with a mechanic similar to “karma” from Undertale, which is also used by Sans. When sleeping, instead of producing bubbles Sans could instead make little ZZZs like he does near the end of his fight. Sans’s gauge could remain unaffected during the first seconds of a match, representing his “strongest attack” that occurs at the start of his fight in Undertale. His final smash could be the circle of Gaster blasters that appear towards the end of his fight in Undertale. If Sans needs to be balanced, then all you would have to do is change how much of his meter is drained by each action, no changes to hit boxes or anything. TLDR; Megalovania

Papyrus is the better character. Also Krillin's up b is actually his balloon technique from Dragonball where he inhales a lot of air to dodge kid goku's kick. Plus Kid Krillin and Kid Goku are almost the same size, and adult Krillin is bigger than kid Goku.
Fun fact: krillen's up special isn't actually a freiza reference. It's a reference to the original Dragon Ball. Where at one point in the World Martial Arts Tournament, he inflates himself like a balloon in order to avoid an attack.
