I think the criticism is more to do with the art direction and compositing in day time scenes rather than the fact that it's day time. Why do you think it's always raining at funerals in movies? Because it's supposed to be a sad moment; a sunny day doesn't convey the right tone. In a moment like Deku's fight with Shigaraki or Dabi's dance, the characters are all facing physical and emotional turmoil. You'd think their environment would convey the same tone, but it doesn't. While having it be a sunny day is partly realistic, realism isn't what you want out of scenes like that. It's moments like those where you want the sky to be as dark as the situation it's apart of. Even though the scenes are manga accurate, it's possible to take artistic liberties to match the tone or make the backdrop visually interesting. from a storytelling and artistic perspective, blue skies don't fit the narrative and dark skies would have been objectively better. That being said, it is a small but I think valid criticism. It doesn't bother me too much (especially since it's been there since the start), but good background art and direction can go a long way in a good adaptation.

It’s a cliche that dark things only happen in dark environments. A mood change does not influence the weather and personally I never liked it, because it’s a movie trope to get a mood change quick and manipulate the viewer. But in MHA the change is explicitly reflected in behaviour. Hori also made reference to old movies like Hitchcocks „the bird“ before (Kodas bird attack is called Hitchcock rush) and the fist movie that popped into my mind while reading the war arc was „it happend in broad daylight“. Older movies were much more grounded in that aspect because they simply couldn’t force emotions with color changing imagery or special effects, all they had was contrast and the characters. And I liked that as well, the world keeps turning regardless if millions die. So the weather change is used really cleverly here: Not only is it the perfect time for LN to attack, but look at the civilians. They are without shelter now during storm and rain and it keeps pushing them to extremes and that’s also super realistic, because once you are homeless you really notice how dependent you are on the weather, a thing most of us completely forgot because of how we grew up. But I guess that’s why MHA is a tough „Shonen“, because while watching this show my friends and I (we are all over 30) immediately caught the Hitchcock, Starwars and Vajda art-stuff. Meanwhile my 12 year old nephew was all like „can they go back to fighting again?“ 😂 So from a classic art point, this was great and not the stereotypical „it’s a funeral so it’s raining“ atmosphere.
It was nothing wrong with it being day, it's hte fact that bones always uses the same bright ass colors every single scene, so it didn't had any effect seeing the same blue nuclear sky from the first season

The tone of the war arc is dragging the ugly parts of society into broad daylight + "it was a perfectly normal day" until suddenly it wasn't. The Heroes tried to contain the fighting to dark places- the lab, the meeting hall, the room Hawks confronted Twice in- and then the villains made that impossible. I didn't like the sky at first either, because it wasn't what I imagined, but it's grown on me (...possibly out of spite). And it's absolutely 100% what Horikoshi intended- the chapter where Deku and Shigaraki start fighting after Deku unlocks Float is called "Deep Blue Battle"
