As the Asst. Superintendent of High Schools she should have been very aware of the poor state in which Strawberry Mansion was in. Part of the problem with these schools is that District officials are disconnected from the real issues happening at the schools, too sheltered in their plush downtown offices.

They laughed because they saw simulated murder and knew the difference between TV violence and that what they actually see in real life. To them, the documentary was a joke.
