Part of the problem with policing is cops making believing they have a special ability to spot the guilty and hand out punishment on the spot. It's not their job. That's for judge and jury. But it must be tempting , but they're job is to detain those suspected of a crime until trial. Which means keeping them alive if at all possible.

This sherif is famous for arresting a bunch of people in a sweep and holding a press conference showing their pictures , giving names and their crimes. Before trial. Presumed guilty. He should no better, but since that's why he is popular, he gives his audience what they want.
