Please turn on the Klingon subtitles like Shea asked at the start of the video... if you did you would've seen a Subtitle appear on the screen at that point explaining what was done incorrectly And you caught that one, there were a couple more goofs that since you didn't comment I'm guessing you didn't catch! So, when watching a video like this on this channel always turn on the Klingon subtitles so that you see on screen when goofs happen! This is not true. Playing a leader like Staban Tuek alone would counter this point. Also, if you don't have much faction access and want to have a higher chance of maintaining two faction cards in your deck, then it will allow you more faction placements until you secure a replacement for Seek Allies on the Imperium Row.
In a 2 or 3 player game, only 1st and 2nd place conflict rewards are used. 3rd place rewards are only used in 4 or 6 player games.

Why would you play Diplomacy over Seek Allies. Makes no sense… cost yourself a buy power that round. There’s no benefit to save the card.
