Two corrections:
You can use them on the front or rear cargo racks but those are actually the smaller “Front Roller Classics.” The “Back Roller Classics” are noticeably bigger.
These are NOT watertight. YOU CAN NOT SUBMERGE THEM (KEEP them underwater for even a few moments). They are waterPROOF meaning you can leave them in the rain for days and the contents will stay dry.

Ortlieb actually makes a 53 liter pannier bag for recumbent's as well. Ortlieb webpage does not provide a clue to price.

I was wondering if your folding bike is 20"? I am getting a 20" Vektron Electric Bike and am trying to figure out what panniers will work without hanging too low.

Looks fantastic, but those plastic mounting clips look like they could break when the bags are fully loaded.
