If you look at Tail's eyes, they definitely seem a lot redder than anything other part of his body while he's burning. A reason that I came up with is that when someone is on fire, the first thing to melt out of their skull is their eyes. And keep in mind that when their eyes melt, THEY ARE STILL ALIVE.
