I've worked for a local government entity in the past and I can tell you the best way to serve a lawsuit is at a public meeting, usually a council meeting, with the mayor, city or village manager, police chief, and possibly the county sheriff in attendance.

I fully agree. File against him with the county/city/town as secondary to the complaint. Thus way they will be held responsible if he can not be found. He was their representative/employee.

The clickbait title says these people, the Mayor and The Police Chief were stunned. They were in no way stunned as you suggest. Therefore your title is misleading and you are doing your best to expose Public Servant corruption which I like but posting videos in a misleading manner is also a form of corruption just to get people to watch and build your channel and hope of monetization. Come up with a more realistic title and I'm sure your future efforts will pay off as there are tons of opportunities in the Public Servant space.
