If you look at the text of the grant, it was about fostering religious pluralism in Nepal because Nepal has a history of religious persecution. Atheism was listed as one of many possible thought paradigms. In essence, the United States was funding the kind of religious pluralism that exists in the United States. Should we do that on behalf of religious minorities in Nepal? Maybe we cannot afford that kind of program anymore, given our growing national debt.
