This is because government agencies, such as the department of education, are established by Congress. There is also no reason why the school system should associate itself with a religious institution.

A state sponsored student teacher at a Christian school runs the risk of being indoctrinated by an establishment of religion on the taxpayers dime. It also means that taxpayer money could be moving towards a religious institution (Also unacceptable). This clearly constitutes a government institution respecting an establishment of religion as precisely forbidden by the 1st amendment and the philosophical worldview of the founding fathers. This kind of behavior would've been severely condemned by them.
