I think it is common among Hawks and Eagles. They were born to kill and eat. Surprisingly when their mother returns, she does not bring any food. Like, she intentionally left the babies behind for such a long hours. Then, she just watches the wounded little one that is still alive.

It is hard as a human to not be anthropomorphic when concerned about an Eagle’s survival, or when reacting to injury or death. What is problematic is when we judge their behavior by moral standards that are solely ours, not part of the architecture of Eagle society that has evolved to sustain their lives.

Looks raw from frequent biting. Only happens when not enough food is provided. It's sad but survival comes at a cost.
