Its a mistake. Actually it should be 800 Mpa, but the possibility of Kb attaining a value of 1.9512 if we do it correctly is impossible. So in this case it does not matter.

for bearing strength untimate strength of plate must be taken beause bearing of plate occurs at failure, so fu=410MPa

Width of flange of ISWB 350 is 200 mm. Here edge distance is 50 mm both sides so r2 = (200-2*50)/2 =50mm
