Drax Hall's community roads will soon fall into disrepair due to Jamaica's weak local government system which is funded/directed via Kingston's central government bureaucracy. It's time to DECENTRALIZE/DECOLONIZE the island's local government system via fiscally and technically empowered regional county councils run by the respective mayors of the given municipal corporations within the three counties.

If so...Holness is displaying a deep appreciation of the administrative value of the "republican" concept if he sees administratively empowered regional county councils as a potent solution towards efficiently managing the maintenance of Jamaica's ever expanding network of community roads....!
