The Basque provinces of Biscay, Gipuzkoa and Alava voluntarily joined the kingdom of Castille hundreds of years ago under the single condition that their _fueros_ (charters or jurisdictions) continued to apply and be respected by the Castillian crown, which they were.
There were never Castillian settlers taking over Basque homes and land at gunpoint, annexing territory illegally and forbidding the evicted people from ever returning to the place they were born, as it's the case with Palestinians born in what's now the state of Israel or any of its illegal West Bank settlements.
Nor was there ever an attempt to genocide the population out of its existence by way of periodic "mowings of the lawn" (IDF's own euphemism, not mine), controlling Gazans food rations to just 1 point above starvation level, controlling their energy, water, essentials such as medicines etc.
We Basques took arms against whomever threatened to betray the relative degree of autonomy conferred to us by the Charters - such as in the Carlist wars of the Spanish Civil War - siding ourselves always with whichever band promised to respect it. No even freaking Franco ever questioned the Basque charters in principle; the Franco supporting provinces of Navarra and Alava were allowed to keep them. He only cancelled them in Biscay and Gipuzkoa as a punishment to these provinces for not having supported his coup d'etat.
In any case, the _fueros_ were restored to Biscay and Guipuzcoa in the 1978 Constitution, and to this day the Basque Country has a devolved government with devolved powers beyond those of many states, cantons or landers of most federalised countries. Also, all polls show that Basques are comfortable with the level of autonomy and don't wish to become an independent country.
