It depends on the definition of a perfect city. Some are into Aestetic looking cities, while others are into Population density and simple designs and layouts and brute forcing as many people into one map, for example a roadless subway only city is quite efficient for max population cities. Self Efficient and Functional cities with lots of Infrasture and Tranportational Networks Unique Terrain Difficulty and with varrying levels of topography, land, water and vegetation.
yeah you can play with different desired outcomes / goals in mind. the last city i have built i went fully into the aspect i usually tend to neglect mostly otherwise, the education system. just wanted a full developped city with as intelligent citizens as possible. once i cracked the 120 EQ mark and hit 250.000 residents without using arcos i was quite satisfied. as of now i am actually building subway city as you mentioned, and see what a difference it makes having no space-requiring polluting roads. quite funny actually i rediscovered this ancient game, even though i have Cities Skylines installed. I love the balance between complexity and simplicity of this old game a lot. I grew tired of CS for the time being as i do not have fun essentially playing traffic simulator. Sorry for my long reply ;D
I recently used 8x8 grids and it seems to work better than 6x6. I put water in the middle 4 squares as well for land value. Plus a lot of times no one builds in the 4 middle squares. Anyway, I do that with small parks on each side and quickly I get full demand for all 3 zones and it never goes down. Of course I dont put just one zone in the 8x8, I split them by 4. So 4 would be low density residential, then 4 low density commercial. I dont know how deep sim city 2000 system thinks, but I would assume having gas stations and strip malls near homes would be optimal.
i just started playing the snes rom of sim city 2000. i struggle with water shortage. i lay pipes connected to water pumps that are next to water. i built so many water towers and have them connected to power lines. same with pumps. i get frustrated and start lowering land, clears residential and industry zones just to stop getting water shortage notice. i like how you can raise land. i made a pyramid in my city. yeah, im a 40 year old noob.

also they are prone to "kill" of the microsims, which are responsible for serving you certain building's stats and informations (such as the land usage % from the city hall, stats of public service buildings et cetera.
at The City Toolbar, i don't have access to anything except what you see... no Pumps, no different types of Zones.. is there some kinda trick with the Mouse? I've searched everywhere.. Please Help !!!!!!! I have the Special Edition Disc in the CD Drive.. I downloaded the WIN95 which has all the stuff..

I played Sim City 2000 well beyond the 2000s and made several incredible cities inspired by Calebopolis and others. I miss that game.
