You need to search in free roam to unlock it. Google all shop locations in nfs ug2. You'll find a map that shows all shops locations. Just go there and unlock it

Customizing your car visual customization don't make you a ricer you sound dum as hell what makes you a ricer is putting a whole bunch of visual car customization and having no actual engine mods in your car and you calling your car fast because it looks fast that's what makes you a ricer.
