I think the story can make sense if he's only lucky when taking it from someone close by.
We don't know his range, in the main cases he got lucky, the person he stole luck from was either right next to him or literally touching him.
Plus, he doesn't know how to control it yet. I'm sure if he did, he could literally walk out the door and no one could stop him.

There's some harsh irony in a guy who, despite being known for his luck, had his entire life and riches torn from him beyond his control, shoved into multiple dangerous situations and then ultimately shoved in a cell with limited interactions for what is probably the rest of his life. Again, all for things that are legitimately beyond his control.

They should really consider changing his class to Keter, because if he ever manages to escape, they would never be able to catch him again. They only have him in custody because he volunteered, not knowing what he was in for. If he ever decides he wants to escape, he will be able to do it, and the bad luck his escape causes the facility he's contained in could be catastrophic.

I find it an interesting implied distinction that he does not merely call the right outcome, but he seems to influence it.
Look at 9:58. Having him call the same side on 50 or any infinite amount of repetitions, proves Lucky doesn't just guess what will happen, he influences what will happen, and how. Due to the nature of the test, him having to call the SAME right side every time, effectively limitless power to influence outcomes is proven, rather than a rather limited ability to guess outcomes. Otherwise, while he would be right 50 out of 50 times, he couldn't make it be heads 50 times, nor could he make the dices land on 7. If the test was ''just be right'', it wouldn't prove much. But ''be SPECIFICALLY and CONSECUTIVELY right about the SAME OUTCOME'' insinuates he cannot merely guess, but also influence, the outcome he needs.
What I mean is, he didn't just guess the outcome of the coin or dice toss and was right every time. He actually made it be heads 50 times out of 50, and the dice would land on 7 ever time, seemingly because he needed it to be. It's not like he intuits what the outcome will be. For instance, he didn't only perform 50 coin tosses and happened to know what to call, instead, the outcome seems to be(come) whatever he needs/wants it to be. Otherwise, he would have called heads/tails and been right every time (which wouldn't prove nor exclude his power to not only guess the outcome, but influence it).
This distinction greatly elevates the extent of his potential power. He doesn't intuit what the universe is going to do, he actively influences it: the outcomes become what he needs it to be. If he understood his strenght and knew how to control it, he may never have ended up essentially incarcerated at the Foundation... Or eventually escape it.
This is what I like about SCP writing, it is usually expertly crafted to both make these entities potentially unstoppable, and having their powers be limitless, simultaneously maintaing a shroud of mystery. While the coin tosses imply the insanity of it, we still don't know the extent of Lucky's power. Balancing potentially uncapped power levels with a level of mystery is soooo good and sooo difficult, it's super impressive:D
