As less n less good hand tools (reliable, good mat'l, and last a long time) along w the other merchandise at Lowes, HmD, Ace H/W, Autozone, Amazon, Walmrt, etc. become available w China monopoly, it is good to maintain esp. the old USA made hand tools. If one breaks, it is best 2 repair it if u can. Dat's what i did w 1960 made professional gardener's shear w wooden handles w metal enforcement at the handle butts and where the wd meets the iron up front of the hndl. I made a mistake by removing the pivot carriage bolt which has a square collar under the pan head to grind the blade bevels. That went fine. But i installed the bolt from the wrong blade bottom. The pan head should of been coming thru the bottom blade w the nut on the top blade. The bolt went in in a slight angle, not vertical and now, i can't get it out after sledge hammering to do so. The bolt at the square had expanded. I need to do a big surgery to remove that dud bolt. The carriage bolt was measured 2B 3/8"-16TPI x 3/4"L . I've found an equivalent bolt at Tractor Supply but the square portion isn't long nuf. I dink (think) the new bolt's 1/4"T sqr s/b fine as it fits the 1/2"sq hole once i get the original damaged bolt off. I can shim washers betwn the blades to take up the gap so the blades will mate well for the cutting oprn. Anyway, just follow Chris's steps to sharpen it w a hand file n stones. No need to use a grind wheel as i did though it'll b faster but risking not being able 2 put the blades back. It was EZr to separate the blades to face it onto the wheels but never again!!! That paper shear test to find where the blades r nut (not) up to par is excellent. On contrary to datttoo, i developed a liking to use the blade (blades closed) tip to dig out the deep DandyLion roots. Bad practice. But it works better than those anemic short weed puller w a narrow stem on pact soil. This method saved me from walking bk 2 the shed 2 bring out a shovel or a pick or whatever u call it. Oh, don't buy corded elec. shears. U'll end up cutting the cord and b lucky not getting a shock. No using datttto during rain. Get a powerful battery one w a spare batt. Make sure it can cut 1/2D branch. And, keep dat manual shear handy for a little job. Always wear gloves when using the latter as it'll cushion the harsh blade snaps against the hard branches w hard blade handles. Keep ur garden trimmed n beautiful. And, let the mosquitos inside. They need to vamp too. I wonder what 'good' do these pests (considered by humans) do for mother nature???

yes, oil your shears and then rub over the blades with the wire wool to remove any old plant sap and debris, I would then give another oil and then wipe off with an old rag/cloth
I just can't get the right grip and struggling with strength holding the two items ... been at it fir half hour and still nowhere near to even crimping a piece of paper nevermind slicing it 🙃

Close those shears and look between the two blades. If you see daylight one or both blades are bent and no amount of sharpening will help.
Shears are moving slightly as you sharpen the beveled side. Might be better to have them held securely in vice etc to ensure a constant bevel.

Try using a pair of scissors for cutting your paper.
Remove the screw & do one Blade, at a time like a knife 😅
