i hv worked in pvt bank.in 1st case i will tell you what may hv happened.Bank staff are involved.they pass on enquiry of customer to their fraud partner.As you had enquired at counter you won't doubt any call from bank customer care. when i was working i knew of a guy who procured CC returned to bank and had bought even furniture from that money.not aware if he was caught or not. Illiteracy in financial products is main culprit for fraud in 1st case.All instructions are clearly given in letter attached to cc how to activate.then why are you running to bank?? branch cannot activate your card.You hv to do it yourself..maybe CC employee could hv helped you..dont use cards if you are illiterate and cannot understand soft copy statement.
