I am from the South of India and from what i know about UP/Bihar, I believe the context was something like this:
1. Bride dies and both the families are pained and panicked
2. Reason for panic is not just for the death but a death means a bad omen that is likely to haunt both families with more bad happenings (this belief is across India)
3. A bad thing can only be countered by a good thing. While death is the worst that could happen, wedding/child birth is one of the good things that could happen
4. When you loose a member of the family, you add another
5. So they decided to remove the bad omen on both families by marrying the bride's sister to the groom.
When it comes to beliefs and customs individual preferences don't matter. I've heard of such thing happen but not on the news channels because its not surprising.
