Digging through the mess of news media coverage today to find what you found out I come to the same conculsion and security took a back seat to DEI. The best people were NOT there when needed only the right sexes, skin colors, etc. Unfortunately you can't always have both in a situation like this. The system failed as well it should. Only hire the best of the best so it doesn't appear to be a "going through the motions" practice drill. It looked like a friggin' practice drill! This was not only the fault of the Secret Service but all levels including local police and Pennsylvania state troopers there.
