I work in pest control. I assure you, you don't want cottage goods prepped in half the houses you see driving down the street. It absolutely should be regulated to ensure a basic degree of sanitation in the kitchens trying to sell a public product.
not a bad idea to call your department of ag too. called mine yesterday to figure out what i'd need to sell produce at farmers markets and they said in general micro operations don't need licenses (as in small operation not just microgreens) and if you don't earn over a certain amount, 25,000 for AZ. but produce is different than prepared food. so if you're looking for just extra cash, side hustle money then you can still earn quite a lot without having to get inspected or have certain licenses, they even offered some resources for classes for produce handling and such just to help you get educated. Now depending on where you are selling you may still need to get licenses based on what they require, like selling to a resturaunt or grocerie store, farmers market and those permits are kinda what he talked about here too.

No wonder there is so few variety of food in the US, in Mexico food permits are very cheap and simple to get, in my Mexico home I can find food on every almost any street block as opposed to my Texas home

It’s a lot of money because most need a certified kitchen where they prepare the food and then cater t out to an event. So when doing it from home the kitchen in your house needs a business license but that depends where you live, an occupancy permit for your home with an inspection of your plumbing, electric and kitchen with an exhaust fan that takes air out of kitchen, a fire inspection etc. you will need a permit from health department which can cost upwards to 1000 dollars and they can inspect when ever they want off and on. If you have dogs or animals in house will need to gait off your kitchen and NEVER let them into area. Food handlers permit, business product liability insurance. This should get you your certified kitchen where you prepare your food for your events. If you do it from a trailer then it needs inspection etc and may be a better bet just fyi then your house. Good luck
What about shipping outside of a state? I heard that cottage home bakery and home based bakery licenses are different and with the home based bakery you can ship outside of state unlike the cottage home bakery?

Yes. Fruit stands, tacos, tamales, fresh water and all. Any small business you want to do. But here in Canada, nada😅

In Arizona the food handlers permit is $7 and you can do it online. Cottage permit is free!
