- Over two weeks ago, more than 300,000 candidates who completed the 2023 Sijil Pelajaran Malaysia received their results.
Amidst the celebration and joy at scoring top grades, questions linger about the criteria for admission into matriculation programmes and foundation studies at public universities.
The racial quota system, central to Malaysian education policy, remains contentious.
Critics argue it discriminates against non-bumiputera communities. However many defend the policy, claiming it provides crucial educational opportunities for disadvantaged students from rural and low-income backgrounds.
In this special report, KiniTV explores the challenges and opportunities facing non-bumi students applying to Malaysian public universities.

That's why we often see outstanding individuals from Malaysia with outstanding achievements overseas / Singapore. This system sends our best to other countries. Ultimately quota fails both bumi and non bumi as it labels some graduates with "quota admission lower quality" and despite a degree, not employable.

There were many Chinese Engineers from Malaysia in my previous Singapore home grown company with establishment in many other countries (I have retired)
What Malaysia lost is Singapore and other countries gain.
It’s kind of silly mentality to loose your talented Chinese/Indian talents to other countries because of the fixed 90% bumiputra quota issue.
Couldn’t the quota be reduce every each presiding years from 90%, 80% , 70%…and finally abolished it.
By now Malay students should have caught up by now after 50yrs.

Singapore doesn't have vernacular school. Whole world laugh at us because we allow vernacular school and the government even give money. They don't deserve to go to IPTA. Belajar bahasa melayu tak nak tapi bila nak masuk u nak masuk kerajaan punya. Kalau nak kekalkan vernakular guna duit sendiri lah. Are you sure singapore laugh?. They even don't know why everyone praise their country. In fact, singapore are the most depressed country in asean. High suicide rate in asean.
Singapore accepts outstanding graduates from all over the world. They don't need subpar chinese from Malaysia.

As a Bumiputera who has studied in NUS, I'd say Singapore attracts talent regardless of these discriminative policies. It's not just Malaysians who study/work there as opposed to their home country simply for better opportunities

@@zulamy3472 Well, it's discrimination to fulfill quota to maintain their current demographic. For example, there are a lot of talented Indian students who are vying for limited spots in top universities. But since they make up less than 10% of the population, those who don't make the cut could well be more talented than their Chinese or Malay counterparts competing for the same university simply because they have a larger "quota" based on the current demographic of the population. In Malaysia they don't even care if university places don't reflect the demographic make up of the population as a whole, only that Malays and Bumiputeras fulfill a certain quota, the more the better in fact. What about other races? No, they are bangsa pendatang and they can go back to wherever their ancestors came from if they don't like it. Is this really objectively worse than the system they have in Singapore? Regardless of how you may feel about that, the results in terms of educational quality, standard and outcome speaks for itself
@@00-_-_-_-00 how so? As they did tried to go with meritocracy but it ended up with Indians and chinese receiving less scholarship and the malays taking a huge chunk of it to which they later reverted back to the quota system.
So what happens then? Did you go back because they are pendatang? No. They get licenses to open up universities and given tens of millions of ringgit every year by the government. Does singapore do this? Or is it only for middle class chinese and chinese elites?
Also, how is educational quality, standard and outcome is relevant to social programs?

1. People are asking for meritocracy
Why do you assume a particular race is more dumb in nature and cannot compete under fair condition? Are you implying a particular race is bred to be more inferior? Not able to compete?
2. Even if quota is abolished, the focus would be to help ALL RACES WHO HAS LOW SOCIOECONOMIC. if you think a particular race may get neglected because they are poor, then they will still get help regardless. We want everyone to be given the fair opportunity to get the scholarship. NOT ANAK DATO DATIN FROM A CERTAIN RACE ONLY.
Malaysia dropped from 34 to 67th place in world competitive ranking.
Dropped to 35th in domestic economy sub factor. And 53 in productivity and efficiency.
Thanks to Mahatir and the subsequent ones.
Hired 3 graduates from UiTM and 1 from Taylors' University - all 4 did actuarial science courses. Turned out that only 2 out of 4 have the right attitude and the drive to learn and improve. The best out of these 4? She wasn't local KL/Selangor born but Johorean - she is away from family and has to be independent. The worst of these 4? Came from well-to-do family and there is no urgency to strive against difficulties - she takes things for granted. This proves that crutches and pampering makes a person weak and incapable.
I don't care the race, gender or religion. As long as the person takes the work seriously, continually improve and produce results, I will retain. This is meritocracy.

As a person of Malay heritage, I would love to see individuals of Chinese, Indian, and other ethnicities who excel in public exams be admitted to public universities without any discrimination. I strongly oppose race-based policies.

Race based policies have been the dead weight for Malaysia's progress and if not curb will be Malaysia's downfall where we lose talents to other countries. Even if the so call race based restrictions have been lifted since 2002, the reality is there has never been any changes. Yes, prioritise entry for needy students with good results but implement a fair screening based on meritocracy too.

It's never meant to be a catch up program. It's a drug to keep them in the palms of those in power.

Is time for Malaysia to revamp the quota systems if Malaysia wish to progress and retain the best talents in our country as most non bumi are not given chance to study in Public Uni and forced to study in private or overseas resulting in loss of talents to our country and loss in competititiveness of our workforce in Malaysia > No point producing graduates in Public university if some of the graduates are not of employable quality due to low adaptation of the graduates to the working environment whereby the graduates are only good in academic but lack practical exposure in the market .

A few years ago my daughter failed to get into Maktab Perguruan after attending both interviews though she had sufficient As but her malay friend got in thru strings attached though without any distinctions, my daughter's teachers were equally shocked coz my girl's a role model but being a non malay she opted for malay studies that's why she was rejected no comments 😂

I'm all for full meritocracy, even though I'm a bumiputera.
In my old days, I was an excellent student. But I can see my non Bumi friends, as good as me or better, struggle to get a place in public uni. They worked much harder than me. I did okay, not too really push myself.
I was at Asasi Sains UM, just a mediocre result but still get a course (1st degree) I wanted. I saw a lot of non Bumi with perfect SPTM results just settled with courses they probably did not want 😢

How can a one year internally examined Matriculation course designed only for the bimiputras be equated to a 2 year STPM course for non bumiputras, for University entrance?? Pls throw light on this apartheid policy.

The more important issue that is overlooked is that we are fooling ourselves by lowering the passing marks based on bell curve fitting. If we want truly want our youth to be well educated then it is time to go back to basics; passing score is 50 out of 100. And if only 10% of students passes, so be it. Acceptance of reality is the only way Malaysia can survive.
Otherwise we are just producing low standard graduates.
Just by looking at the BRAIN DRAIN in Malaysia & the development of economy of Malaysia is ENOUGH to visualize the FUTURE of this country !

Ada sebab dipasang kuota, pelajar melayu dan bumiputera sendiri pun memang ramai yang bijak dan ada juga yang tak terpilih masuk IPTA juga. Lagipun, golongan bumiputera susah dari luar bandar walaupun bijak tapi result mungkin tidak sebaik mereka pelajar yang berada di bandar dengan kemudahan mencukupi

Like many others, I have decided not to participate in this by sending my children overseas for further studies.

A very good review done but ultimately does the country's administration understand this...? It's very clear those who is not at par with the real levels are selected rather than those are. So question is what are we doing about this. ..? This reflects on the current situation on how people are managing things. My question is one day YOU will be admitted to hospital for surgery and the half baked Doctors will be operating on you. Then you'll see the results of your doing. The recent Sg. Bakap election had proven that maintaining the quota for Bumiputra for most areas are not made a different in getting Malay votes thus the govt got to seriously re-think if the quota system works.

Just study hard, gets all As. Apply for ALL the international scholarships first. There will be one to offer because Malaysia is developing country, so they will help out the bright students. Admission to IPTA must based on merit , what happened to the quality of our graduates? No longer is the case with most overseas & private universities graduates opt to work in overseas. The train has left and without talent , whatever effort put in to develop won’t be enough and effective. Productive and capable workers will determine glory to a nation.

The issue should be :
All who are to be admitted to government universities should be assessed based on one common entrance exam (based on one common curriculum) irregardless the method or institution that prepare the student for such single entrance exams.
This means whether the student comes from Form 6 classes, matriculation colleges or university- setups like Sains asasi etc.
These institutions can take whatever number of years to prepare the students for the common entrance exams.
where is the proportional fairness? Singapore majority using this excuse okay?
this old method has been proven to fail in countries like SK and China and the rest of the world and open to even more exploit and stressful environment for kids by people of power and wasting people's time, and will produce an even worse dysfunctional education system
i don't understand why not:
-> group up children under 1 system + standardized extra language skills of English, Chinese and Tamil
-> segregation of sexes like how FINLAND doing now, instead of the colonized way of 'education of free mingling that is hazardous for both sexes'
-> focused on following respective parent's job sector as who is the best teacher in each respective field, if not their own parents, and stop the mentality of stamping doctor, engineer, etc jobs to children as 'the successful one', but focusing more on the essence of the work behind their jobs and effort

Rural and poverty stricken bumis have been accorded places in mara colleges and universities. I think there is a mara higher learning institute in all states.
Universities should be allowed to choose students based only on merits. If affirmative action is required, only to 10% of enrolment. Not more. Otherwise standards will start to falter.
IPTA with bumiputra quota, Private Company with non-bumi quota... indian please send ur child to chinese school, you have more chance than anyone with 4 languages compare these with only 2 language...

Hypothetically if there are 7 excel bumi students and 3 excel non bumi students while placement or admission is only for 5 excel students, can you please do the maths pertaining the quota system? Yg placement or admission for 5 excel students pun dah kira banyak kalau nak ambil kira pengambilan semasa di peringkat matrikulasi or asasi IPTA yg ada sekarang ni, more realistic at present is between 3-4 only. Both my sons (aliran sains tulen) obtained straight As for their SPM pun tak dapat direct or 1st intake dan kena buat rayuan…competition for scholarships lagilah jangan cerita….and i still have 3 girls 🤷🏽♂️

In UM 2012, about 40% is Chinese 50% Bumi (malay, sabah, sarawak). Rest is Indian / mix. You need about 10s of university from 20+ public university full Bumi intake to score that 81.4% But, I can see UPM, UTM, USM, UTeM with chunk of non Bumi students. Please dont include the numbers into matrics and Asasi la. Those are not even guarantee to enter Degree seat.
Anyway, when hiring people, company still take Mandarin speaker anyway. What point want to show here to object for admission into university based on race.

Mkini, you should talk to the employers and see what their comment on the quality of these Bumi graduates.
Imagine they have an easy path to the local universities and easy courses. The lecturers don’t teach a lot as they can’t cope with tough topics as their foundation are not strong. Everyone knows, 4.0 from local uni = 2.9 in NUS standards.
When they graduate, are they suitable for the job markets, in term of knowledge? Can they compete with other students? You hire local uni students or NUS students? In the end, what these Bumi graduates do?
Is this method of admitting them to local uni make them better in their future.
These are the issues the education ministry don’t consider. They just want election votes.
Not all local universities are equal, thats why they have QS Ranking & THE Ranking to show their superiority compare to others. Dont compare high ranked uni with low/no ranked uni because they are really different to each other

That's why quota system is good. Because without it, chinese and indian have no chance at all to enter IPTA. Because just on merit, bumi especially Malay is far better. Hence, they got enter IPTA. While indian struggle.

There's no quota for critical courses in top rank universities. Even many bumis failed to get in those places. Stop only targeting both. Always apply for other courses & lower rank universities as backup

Mostly sekolah Top SPM pun sekolah melayu. Pelajar melayu pun ramai yang pandai make sense lah chinese dan indian tak dapat IPTA. Kecik2 tak nak belajar bahasa melayu, besar2 nak masuk IPTA.
Nowdays many good students performed well in education.The issue of admission by racist policy does not arise at all.Student can be admitted thru matriculation that are open to all.quota system must be maintained based on demographic of population.😊
Perhaps malaysia should abolish vernacular schools and everyone go to sekolah kebangsaan and study in malay. We are segregated from childhood bagaimana nak ada perpaduan? In other countries everyone goes to the same type of public school, even in singapore. The root of the problem needs to be fixed first before talking about other things
