The city buses aren't redlined in real life. Just let off the gas and continue accelerating. The bus doesn't shift up a gear automatically because it's stuck in one gear when accelerating ( 0 - top speed ) if you don't let off the gas.
I say try the Brute bus from GTA IV. It's modded for GTA V and it's lore friendly for LST looks way better then the original with a bike rack and other small added details.

The driver of the bus I take allegedly puts the bus in third gear since he never goes more than 35. Not sure if that helps
