From an external style perspective Yes this makes sense, because everything shown in terms of delivery of strength was momentum based.
Overall, nice explanation.
You should consider distinguishing the waist from the hips. When you are describing the waist your hips are involved, but these two things can and should be developed in isolation as well.
When you drop, you should tuck the tail bone under. This gets the gluts involved and this is our strongest muscle. Think dead lift. But in addition this connects the waist to the legs in a structurally sound way.
Which brings me to the leg. You should use it in the same manner as you describe the arm. As above so below. This way the force on the hand can be connected to the ground.
Finally, the harmony you mention is not a single best harmony, but rather all of these components can be made to harmonize in different ways and thereby produce different effects. Indeed the 8 animals provide examples of different ways to harmonize the components you described.
In my previous life, we called this basic idea you describe Linking the Nine Pearls.

You have to feel from a skilled person to understand.
If one can unify a Clear mind, Timing and Anatomy
you can begin to understand the "Internal" concepts...
The rest is constant practice with Humility, Kindness and Humor.

Everything explained is about body movements but what is the “internal “?
"Internal" in Martial Arts (or in traditional Chinese martial arts) refers to soft/relaxed power as opposed to "External" or hard which refers to muscular strength to generate power. What he is describing is using body mechanics and alignment to generate power without using (much) muscular strength, that is the 'internal'. Of course, 'external' martial arts also uses some body mechanics in order to maximize power and 'internal' martial arts uses some muscular strength, but it's matter of focus or intent (called 'yi' in Chinese martial arts). It is difficult to see in a video and needs to be slightly exaggerated movements in order to see it, but with practice, these 'internal' can be very small and still generate a tremendous amount of power.
He mentioned “ efficient use of force “ and that is the essence of internal martial arts. You can train the body in many ways to maximize efficiency and this is expressed in different martial arts.
So its like boxing punch when you should relax?
