I dont know too many exact details about it, but it basically happened because of the government and banks making bad and unsustainable financial decisions. Once the bubble burst, the economy suffered a great deal for years. It was over in the 90s, so it could only be present in Yakuza 0. You should also know that Yakuza 0 was like the 5th game to be released, so its supposed to be a prequel, but its fine if its the first game you play.
Hard to say that this is a "poor crippled man" as he swung most likely dislocated Mr. Shakedown's kneecaps, swung Mr. Shakedown like a frisbee at least 6 times, Slammed him repeatedly onto the pavement. But hey that is just my opinion, maybe this is truly weak in the Yakuza Universe.
I just realized, everytime Kiryu picks up Shakedown from the ground, he has to stretch his arms a lot just to hold Shakedown's shoulders because of how tall he is
it was funny when i switched back to Kiryu after completing chapter 4 and found a Mr Shakedown only to find that he was kinda Broke with only a mere 2 million as opposed to the fat stacks the ones in Majima's chapters do
