The shot was from outside the perimeter where people were being screened for weapons. That rooftop was well within the perimeter they were responsible for securing, and an obvious location to have been monitoring throughout the event. This kid was plain as day out in the open on one of the only elevated positions with a shot. People in attendance saw the shooter and reported it well before the shots.
Secret service/security/police had every opportunity to prevent this but did not.

If I remember correctly, our M16A3 used 550meters on a point target as the effective range.
