On my 2013 Escape Camara it was a relay in the rear luggage fuse box. Lots of fuses good but not working. Swapped the relay with one like it and My heated seats worked , parking assist worked , front and back sensors worked, and a number of other things I didn't know the car had. A double sunroof 😂 when did that get added to my car ? 😂😂😂

My younger days I'd be haggles for $5 here and there, today... I just accept their prices and let their small business make some money. The unit hooks up my Android, Work iPhone and Wife's iPhone. Very well worth it. Spend your next 5, 10?, Sienna years with a little more tech.
I'm an audio install tech... and I've never used the odb2 port plug. I make all my connections so this stuff can't happen and have upset/confused customers

I too have a 2nd gen sequoia with the Maestro RR…my OBD is plugged in but the backup camera sometimes works and sometimes doesn’t.
Take to car audio shop to diagnose
How did the cable become disconnected? Did you order custom wires is this a custom backup camera?
No, the service tech unplugged it during his scan tool run...
