It has more to do with the fact this is actually part of The Keisatsukan, an LE spin-off. In those games, once you stopped dying you realized that the timer is a BITCH since it is super strict and gives you instant game over if it runs out, regardless of lives. This matters because the timer keeps running through the cutscene for shooting an innocent just to spite you if the emotional damage wasn't doing it for you.

So... is there a valid reason why Total Vice wasn't LE3 and this game couldn't be Police 911? This feels way too off the LE vibes. Minus the civilians still running in the line of fire. I remember playing one version of 911 in an arcade once. You had to actually "move" in the cover to reload and avoid getting shot, but the camera did not want to work with me. I quickly got bored of messing with it and spent my credits on Crisis Zone and Time Crisis 2/3.
I played the actual arcade cabinet yesterday, and turns out that pointing the gun off screen was enough to reload/cover. The reloading in Virtua Cop 3 worked the same too.
There are two ways you could play it. One way is with TeknoParrot, which probably has the easiest setup, but I believe it requires a paid subscription for that game currently. The other way is with Jconfig, which is free to use.

I've never been especially good at not shooting the innocent people without practice, and because this was a VS mode, I didn't want to get a head start over player 2 by learning the stages. For comparison, I have 2 videos of Virtua Cop 2. One of the original arcade game, and the other one is from PS2, and I think I did quite a bit better on PS2, but that was mainly because I knew the hostage positions ahead of time. As another factor, I find that the game running at 30fps makes things just a little more difficult.
I may have once called out the rush, but it's somewhat excusable as the game rewards speed, and things get chaotic as a result. The good news is this is actually part of The Keisatsukan (Police 911 or Police 24/7, depending on if you're in the US or Europe), which takes more cues from Time Crisis, so shooting a civillian doesn't make you lose a life. However, in the context of the prior games it does completely stop the game, but keeps the timer going as penalty, and if it reaches 0 its an instant Game Over regardless of how many lives are left. It's not uncommon for players to reach the max rank in those games (which grants 100 lives) and then immediately lose one so they can reset their rank and loop through the lower ones for time bonuses.
This felt more like Police 911 3 than Lethal Enforcers 3

Aside from the graphics issues this is great gameplay, you and Mark are Top Cops! Can't wait to see what lightgun shooter you'll play next!
