Is this for Common Law in a court of record? For the Pro Se??

This is nothing but a legal hustle to keep you away from a jury of your peers. There are no statute codes and rules at common law along with case law is to jury's decision.
The jury is the determine the facts and the judge is to determine what the law is. Motion to dismiss and summary judgment should be up to a jury.

If we have material facts and they are supported by Codes/Laws etc, isn't this what's important?

What a violation of constitutional protections.
