I never thought about it but many people in universe say that Makoto is the polar opposite of Junko. They're 2 halves of the same coin. One of the characteristics of Junko is she believed that even if it didn't make sense she would do it anyway. Hence the cartoony punishments she makes. Makoto on the other hand is able to force the truth out of people by firing imaginary bullets of real evidence. It doesn't make sense but he can do it even if he doesn't realize it. The only person who does seem to realize it is Ms It Doesn't Have To Make Sense herself So in a way both of these characters rely on cartoony concepts in their own way. Junko uses goofy reality breaking cartoons like Popeye to bring despair. And Makoto uses anime fan imagination to bring hope In other words with the fact that Makoto is the Ultimate Lucky Student in mind. Makoto has the power of both god and anime on his side
