The logic chips and the SRAM are stock componets which you can get from any electronic supplier. The VDP is still easy to find on Ebay. You can feed a composite signal into Pin 35 and set Bit 7 in Register 0 to use it for OSD.

When trying to get boards made from the gerber files downloaded from the linked GitHub, I get an error about a missing soldermask layer. I tried it on a couple different PCB houses' sites, and the same thing happens. 😲

The TMS9128 is a better choice. You only need that chip plus 2 x 4-bit RAM chips. A 3-chip solution better than the Hackaday static RAM method.

Unfortunately not, because the 40 columns is a limitation of the TMS9918 itself.
Not with a 9918. The V9938 will do it. There is also a 256 colour mode on the V9938.
