I buy and sell precious metals too. In the USA, a lot of shop owners don't know what European hallmarks look like. We have tons of European silver and gold scrap here in resale shops. Recently, I got a 1210 gram .800 silver tray for $5 US. It had tiny marks on the top next to the rim and they were overlooked! I don't refine here as I live in the city. I send it out. The refiner charges me a nominal amount (2% to 4% fee). I sometimes take back pure metal instead of a check.
