semi stop in middle of Road

while coming up to an intersection I had noticed that some drivers who needed the right lane had to merge to the left lane due to some idiot semi driver stopped on a busy road while the driver was inside of Starbucks which the driver could have safely parked in other parking lots in the area instead of on the main road
