Actually, no. Lathril decks can be built diagonally. As she gets stronger her board gets stronger too, and it's fairly easy to put together reinforcing synergies. Getting that exact hand is a low chance, but getting something close enough for jazz isn't far fetched.

@@Jacob-bn1nj honestly the best way to go is get a precon and upgrade it for your first deck. Precons today are pretty strong and have good mana bases. Initially I wouldn’t go more than 2 colors, but get whatever you like most. I usually point my friends towards more creature based decks, but I’m not sure what you like.
Or you just attack turn 3 and turn 4 so you habe 11 elves, then you cast a seedborn muse and win when its your turn again of they dont have the removal
