I always like Scottie better than Donna. Scottie had her own ambition and skills to back up her ego. Donna became CFO because of other people's perception and then often landed in situations over her head.
Scottie is the hottest girl in Suits
"I'm not perfect at this... you don't have to believe that was romantic but it would be nice if you believe I thought I was" The world would be so much a better place if we tried to accept the other person's intent instead of our own perception
Thing is that if Harvey phrased it better, Scotty mightve taken it a lot better. Give her the options to pay him back whenever she wants to do so or not as a sign or his trust in her and the relationship.
She gets the freedom to choose while getting the sense of commitment from him.

It wasn't the first time Harvey used money to manipulate. He manipulated Donna for 12 years by lying to her about her salary.
Manipulate? He paid her salary out of his own pocket.. even though it was for him too, it was way more for her.. she would've stayed a budget secretary her whole life.. in fact she should have.
