      Quki chlorine ke pass extra loan pair hote hai jo benzene ka electron density increase krne ke liye loan pair electron ko donate krte hai lekin fluorene esa nhi krta hai wo -R hi show krta hai quki wo sabse jyada electronegative hai

      The electronegativity means ki chlorine -I effect show karta hai, but since there is lone pair, chlorine electrong donate bhi karta hai via resonance same is the case with flourine

    Arrow ke hisab se electron 1st carbon se 2nd me jaa rha hai par agar waisa hoga to bond nahi banega ulta repulsion hoga
