You can make them with anything. Guyana dry fish, saltfish, I’ve made it with canned tuna or salmon, and of course the fresh fish.

Boil flaxseed in water for a few mins, vegan alternative

You can do the ground flaxseed with water. Or you can add a little bit of flour. And sometimes you can get away without adding anything (but binding stops it from falling apart).

There are lots of ways to make fish cakes.
But the staple and Guyanese fish cake is made with salt fish. If its not salt fish then you cant call if Guyanese fish cakes, as that's what makes it different from the other types of fish cakes
