I once towards the end of my accountancy career had a temp job to prepare financial accounts for a newly established hospital trust. Despite having qualified accountants, not chartered or certified they could not produce auditable accounts. No problem for me.

I’m horrified. I worked in local government and we had respect for audit as a matter of course. This seems to be why local government is a mess. People need firing at the top. If a cfo does not get the accounts audited then sack them and the chief officer. Don’t give me the excuse they will struggle to find people to fill the post. Promote and fire if they don’t cut it. People need to fear failure to a degree or they get complacent as is demonstrated by this sh1t show.
Agreed, but you have to give the CFO the resources to properly manage the production of the accounts, and support the auditors while they check them. I suspect many publically employed CFOs feel their hands are tied by a lack of resource and are aways considering whether it has gotten so bad that they can not longer take responsibility for the accounts.The messengers tend to get shot when bringing bad news.
I believe that even if they had accurate information there's nobody in government with the knowledge and ability to interpret it correctly as very few have ever had a proper job that requires that sort of knowledge and insight. I do hope that somebody in government is following your channel as it make strike a spark of interest.
This is part of the role of the civil service; to educate the elected politicans on what the numbers mean, and how their decisions will come out in the numbers and make them look like amateurs or sages, depending on what they decide to do.

Data is (are) neutral. Collecting it is neutral. Using it then becomes a question of intent: benign intent, to benefit society, or malign intent (looking at you Dominic Cummings, Elon Musk, Nigel Farage) to use for political and financial gain.
When I retired as a fully qualified Accountant in a local Authority in 2017 I was shocked to note that within 2 years on my leaving the Finance Director was "Let Go" and the Authority was being led by a less experienced and qualified S150 Officer - at a much lower salary. This has been replicated throughout a number of other adjacent Local Authorities - these cost cuts are damaging the "intelligence" and ability of LAs to account on-time and accurately. I am not at all surprised by their inability to respond to requests for information - but there again you get what you pay for - your political persuasion will decide who you chose to blame.
I think part of the problem here is that being a politician to day, whether that's in local government or national government is a career option for those people with vested self interest, rather than an option for those people with a ,vocational interest to serve community and country.
The red part of the government and blue part of the government have no idea how the system they are allegedly leading operates. We need a new type of politician - ones that have vision, are intelligent and therefore can lead a team of unelected bureaucrats who effectively run our country.

As I understand it all Wales local authorities are audited by Wales Audit Office ( public body) and my LA Vale of Glamorgan publish fully audited accounts.
My experience of working with local authorities is that they do not understand how to procure from the private sector. They dictate unrealistic terms and conditions to private sector companies and are then surprised when no companies bid. I suspect that's what happened when they seek companies to produce their accounts.

My belief for a good few years now is that when people see how bad things are, they mostly get angrier and not smarter. Honestly, when you see how easy it is to manipulate the public, why wouldn't you.

I once towards the end of my accountancy career had a temp job to prepare financial accounts for a newly established hospital trust. Despite having qualified accountants, not chartered or certified they could not produce auditable accounts. No problem for me.
Given that governments of both stripes seem to be unable or unwilling to formulate and implement coherent policies, should we be surprised they are unable to be financially accountable also? Thank you for bringing this to our attention Richard. I'm assuming there are no penalties for governments not having audited accounts like a business, other than the rating agencies downgrading them? How do we find out if the 10% of audited accounts are Scottish?

Public needs transparency and accountability especially when public are paying taxes and council tax , where are the runds spent? Services has gone down hill and standards have slipped down , each and every department should be accountable to where the funds are spent? People are paid to do the job, but no results?

Might want to brush up with the situation in Wales, as Audit Wales (previously Waled Audit Office|) do a lot of work with certifying the accounts of local authorities.
I wonder if privatisation and deregulation is playing a bigger role? How much are bankers and corporations involved in this?
It certainly adds cost and complexity to government. The extra complexity makes it harder to see where the accounability should lie.

Democracy and government have been captured by neoliberal interests. With this in mind, everything makes perfect sense. Education of the citizens is paramount. ATM they know something has gone terribly wrong but purposefully havent been given the information to decide what it is. Hence, the swing to 'populism' Trump, Brexit, Johnson and all that.
Accounting and auditiing aren't part of the popular conciouslness. Only a Professor of Accounting can help everyone understand that it really is important that central and local government have proper accounts that can be trusted when the data in them used!

...beautifully said... climate change is in the same state. We know how many houses we have, we know how many heat pumps we need, we know how much electricity needs to be produced to make us sustainable, we know what we need to build and do, anyone with patience can recreate them, and yet the government hasn't done this, so has no clear plan on what actually needs to be done. Everything is being taken on 'faith' rather than counted properly, and it's terrifying.

If you notice I wrote this in very general terms, which requires that we determine the members of the legislative assembly, which are assembled in a congress. If we are honest, we will realize that all government is decision making, and the only question is who is responsible for making those decisions and how are those decisions made. In the United States, the States are the members of Congress, assembled as equals with equals suffrage to reach a majority consensus of ALL THE STATES as the Union and the Established Government Authority, a democracy of the States, and that democratic legislative assembly, must be the result of a participation versus compliance agreement, which is a shared responsibility agreement, to determine how the States “Act” as a Union, a Free and Independent State, with the Full Power to levy War, conclude Peace, contract Alliances, establish Commerce, and “to do” All other Acts and Things an Independent State may by Right do, which is the purpose of government, to determine how to “Act” collectively as a Free and Independent State.
This is why democracy is so important, and unique when it was established in the United States, as they joined unequal States as equals to determine how the States would “Act” as a Union by a majority consensus of All the States assembled in a congress governed by a legislative process, democracy, to reach a majority consensus. Democracy, and all democratic and republican forms of government, is fundamentally based upon the principle of the equality of participation in decision making with equal suffrage to reach a majority consensus. I’m horrified. I worked in local government and we had respect for audit as a matter of course. This seems to be why local government is a mess. People need firing at the top. If a cfo does not get the accounts audited then sack them and the chief officer. Don’t give me the excuse they will struggle to find people to fill the post. Promote and fire if they don’t cut it. People need to fear failure to a degree or they get complacent as is demonstrated by this sh1t show.
Agreed, but you have to give the CFO the resources to properly manage the production of the accounts, and support the auditors while they check them. I suspect many publically employed CFOs feel their hands are tied by a lack of resource and are aways considering whether it has gotten so bad that they can not longer take responsibility for the accounts.The messengers tend to get shot when bringing bad news.

I believe that even if they had accurate information there's nobody in government with the knowledge and ability to interpret it correctly as very few have ever had a proper job that requires that sort of knowledge and insight. I do hope that somebody in government is following your channel as it make strike a spark of interest.
This is part of the role of the civil service; to educate the elected politicans on what the numbers mean, and how their decisions will come out in the numbers and make them look like amateurs or sages, depending on what they decide to do.

When I retired as a fully qualified Accountant in a local Authority in 2017 I was shocked to note that within 2 years on my leaving the Finance Director was "Let Go" and the Authority was being led by a less experienced and qualified S150 Officer - at a much lower salary. This has been replicated throughout a number of other adjacent Local Authorities - these cost cuts are damaging the "intelligence" and ability of LAs to account on-time and accurately. I am not at all surprised by their inability to respond to requests for information - but there again you get what you pay for - your political persuasion will decide who you chose to blame.
As with all these things, one has to ask who benefits and why. It's not by accident! 😅😅😅😅

I think part of the problem here is that being a politician to day, whether that's in local government or national government is a career option for those people with vested self interest, rather than an option for those people with a ,vocational interest to serve community and country.
The red part of the government and blue part of the government have no idea how the system they are allegedly leading operates.
We need a new type of politician - ones that have vision, are intelligent and therefore can lead a team of unelected bureaucrats who effectively run our country.

If the public are late in submitting tax returns or companies submitting accounts and tax returns serious trouble arises. This comes from the people who 'govern' the country.

As I understand it all Wales local authorities are audited by Wales Audit Office ( public body) and my LA Vale of Glamorgan publish fully audited accounts.
My experience of working with local authorities is that they do not understand how to procure from the private sector. They dictate unrealistic terms and conditions to private sector companies and are then surprised when no companies bid. I suspect that's what happened when they seek companies to produce their accounts.

When it comes to answering the question when do we get politicians that act in the public interest, I don't think we do. My belief for a good few years now is that when people see how bad things are, they mostly get angrier and not smarter. Honestly, when you see how easy it is to manipulate the public, why wouldn't you.
Government for the public interest, would be a novelty in Britain, especially in England, where public interest takes second place to business interest, the Lords and Royalty.
So we're ALL being stitched up. Is it worth staying in England anymore I often think?
Governments gave up on governing in the 1980’s, with the deregulation of the banks. Giving control of money creation to the banks is handing control of the economy to banks who are only interested in providing dividends for their shareholders.
So we have been governed for years, like a driver driving through fog with no idea of where we are going, and the only map we are following is hope and belief? And as the pandemic responded proved utterly, that even when there was reliable information, it was disregarded for the sake of optics? And worse, there is no-one, not one party or politician openiy worried about this in mainstream politics openly concetned about this? If we haven't a grasp of reality, no wonder then, malign actors can cynically exploit us, and reality keeps on kicking us in the rear. Lord helps us.

I think this goes back much further than 2010. In fact I would argue that most if not all governments have no clue, or even worse, as you suggest, chose to ignore the clues. At the end of the day we get what we deserve.
